What provision are providers expected to deliver under this ITT?
A. Prospective providers are expected to be able to provide apprenticeships from Level 4 to Level 7 as outlined here.
When is provision expected to start?
A. Provision is expected to start in the 2023/24 academic year. First cohorts from September 2023, but the ITT pro-forma does allow prospective providers to show phased start points for 2023/24.
Can more than one provider be successful under this procurement opportunity?
A. Yes, due to the range of skills and industries covered by our employer partners we do not expect one provider to be able to meet the full range of potential apprenticeships detailed here.
Will the apprenticeships and industry routes detailed on the SEATS industry priorities page expand in range?
A. For the 2023/24 academic year SEATS expects to seek to procure skills training solutions only for the listed industry routes at present, although this may change in-year. If that is the case SEATS will issue further ITT opportunities. It is expected that the range of skills solutions and industry routes will expand in 2024/25.
Is it possible for a provider that is not on the RoATP to apply under this ITT?
A. SEATS seeks high quality providers with a proven track record with Ofsted and / or the Office for Students (OfS). Providers must be on the RoATP currently or approved (including successful reapplications to the RoATP) by 1st August 2023 or at a point before any provision is to commence in the 2023/24 academic year.
Can providers sub-contract provision?
A. Provision is expected to be direct and the contract for provision will be between the provider and the employer and must comply with apprenticeship and training funding rules as applicable at the time of procurement and contracting.
Is SEATS responsible for the provision that will be delivered?
A. SEATS role is to support the procurement of training solutions which meets the identified skills needs of our employer partners (and more broadly South Essex and the region). The quality of provision and its practical delivery is the responsibility of successfully procured organisations. The training and apprentice contracts are between the procured providers and relevant employers and will be in line with standard contracting arrangements that comply with ESFA funding rules. SEATS will only look to monitor quality in relation to our employer partners' satisfaction (including employed trainees) with it and in terms of achievement rates and general KPIs reported by the providers.
What does the SEATS contract with providers under this procurement opportunity cover?
A. This question requires considerable detail which is outlined in the tendering documents on the Discover ITT Procurement page of this site. However, at a basic level SEATS' contract relates to the procurement aspect and includes key census points which enable extension of the contract period during the period in which training might be delivered to the employer(s).
Does SEATS take a top-slice payment for its services?
A. The SEATS contract details a typical 5% fee relating to the value of an apprenticeship, which providers are expected to pay incrementally during the procurement contract period. This fee is not part of the total price of the apprenticeship and must not be included in any contract with employers for whom a training solution is identified. The payment to SEATS must be derived from other funds available to the provider(s).
Will other employers join SEATS during the next year?
A. It is hoped that additional employers will become part of the SEATS Board. A special advisory function is in place to help that transition for employers that may join the Board this year. An additional Employers Advisory Board is also being established to support connection with and generation of new employers which may also lead to a widening of skills solutions sought in coming years.
